Rockstar named November 19 in its official announcement. Take-Two also lists that date and the PS5 and Xbox Series X|S platforms. These announcements do not, by themselves, establish a single worldwide unlock instant.

Why this is not a complete worldwide schedule
A reader's physical time zone and the region of a digital purchase are not interchangeable. Converting the British listing into Kyiv time is possible arithmetic, but it does not confirm the Ukrainian version's launch.
