Ollama brings Phonon speech models to Mac

On October 24, Ollama added Phonon text-to-speech models for Apple Silicon Macs; Windows and Linux support is still to come. The English model uses Apache 2.0, while the 40M models for other languages are restricted to noncommercial use.
